Ведомственная разрозненность показателей создает препятствия для межрегионального сопоставления данных и их интеграции в международный мониторинг.</p></sec><sec><title>Цель</title><p>Цель: разработать концептуальную модель и матрицу базовых индикаторов эффективности системы медицинской реабилитации в РФ путем интеграции модели Донабедиана, Международной классификации функционирования, ограничений жизнедеятельности и здоровья (МКФ) и рамочных документов Всемирной организации здравоохранения (ВОЗ).</p></sec><sec><title>Материал и методы</title><p>Материал и методы. Для проведения методологического исследования выполнен целенаправленный документальный и литературный обзор (англ. targeted review). Рассмотрены российские нормативные акты (ГОСТ Р 58258-2018, ГОСТ Р 58259-2018), методические рекомендации Федерального бюро медико-социальной экспертизы 2024 г., документы ВОЗ «Реабилитация в системах здравоохранения: руководство к действию» (англ. Rehabilitation in health systems: guide for action) 2019 г. и «Меню индикаторов реабилитации» (англ. Rehabilitation Indicator Menu, RIM), а также 15 ключевых публикаций по концептуальным рамкам оценки качества реабилитации. Проведены контент-анализ и кодирование по категории Донабедиана, домену МКФ и уровню системы.</p></sec><sec><title>Результаты</title><p>Результаты. Российский нормативный ландшафт содержит структурные и результативные элементы, однако страдает дефицитом процессных показателей и полным отсутствием планового мониторинга охвата реабилитацией. При сопоставлении с RIM выявлено три категории критических пробелов: отсутствие пациентоориентированных исходов как обязательного компонента, экономических индикаторов, мониторинга охвата на национальном уровне. Разработана концептуальная трехслойная модель (категория Донабедиана × домен МКФ × уровень системы). Предложена матрица из 20 базовых индикаторов: 5 структурных, 7 процессных, 8 результативных.</p></sec><sec><title>Заключение</title><p>Заключение. Предложенная концептуальная модель создает системную основу для мониторинга эффективности медицинской реабилитации в РФ и обеспечивает условия для гармонизации национальных данных с международными стандартами ВОЗ.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Background</title><p>Background. Although regulatory requirements for assessing the efficiency of medical rehabilitation have been established in the Russian Federation, a unified, conceptually structured system of indicators consistent with international frameworks still needs to be developed. Due to the disparity of indicators across departments, regional data become difficult to compare and further integrate into international monitoring.</p></sec><sec><title>Objective</title><p>Objective: To develop a conceptual model and matrix of basic indicators that evaluate the performance of the medical rehabilitation system in the Russian Federation by integrating the Donabedian model, the International Classification of Functioning, Disability, and Health (ICF), and framework documents from the World Health Organization (WHO).</p></sec><sec><title>Material and methods</title><p>Material and methods. A targeted documentary and literature review was conducted that examined the Russian regulations (GOST R 58258-2018 and GOST R 58259-2018); the 2024 methodological recommendations of the Federal Bureau of Medical and Social Expertise; the 2019 WHO documents “Rehabilitation in Health Systems: Guide for Action” and “Rehabilitation Indicator Menu” (RIM). Fifteen key publications on conceptual frameworks for assessing the quality of rehabilitation were also examined. Content analysis and coding were conducted according to Donabedian model, ICF domains, and system level.</p></sec><sec><title>Results</title><p>Results. While the Russian healthcare regulatory framework has structural and effective elements, it lacks process indicators and planned monitoring of rehabilitation coverage. Three critical gaps were identified in the comparison with RIM, including the absence of patient-centered outcomes as a mandatory component, economic indicators, and national-level coverage monitoring. A conceptual, three-layer model was developed based on the Donabedian model, the ICF domain, and the system level.
